摘  要:采用PPP模式建设综合管廊,可以有效解决前期投资大、政府资金短缺的矛盾,是实现综合管廊可持续建设的重要方法。本文结合综合管廊在我国的发展现状,分析肯定了综合管廊的经济效益,认为PPP模式有利于推动综合管廊在我国的大规模建设。随后在分析了综合管廊的建设内容和PPP模式下建设综合管廊的特点后,提出采用DBFO模式、管线单位入股模式、"北京地铁四号线"模式的PPP方案建设综合管廊,最后针对PPP模式建设综合管廊提出相应的保障措施。Using PPP model to build utility tunnel can solve contradictions of the large initial investment and a shortage of funds in government, which is an important way to realize sustainable construction of utility tunnel. This paper is based on the present development situation of utility tunnel in our country, analyses and affirms that utility tunnel has good economic benefits, and thinks that PPP model will be conducive to a large scale construction of utility tunnel in China. Then, after analyzing construction content of utility tunnel and characteristics of constructing utility tunnel based on PPP model, this paper puts forward to use PPP model including DBFO, pipeline unit becoming shareholder and "the Beijing subway line 4" model to construct utility tunnel. Finally, the paper puts forward the corresponding guarantee measures in view of using PPP model to construct utility tunnel.
