云南省25家典型规模化畜禽养殖企业污染防治评估分析  

Evaluation and Analysis of the Pollution Prevention and Control of 25 Typical Large-scale Livestock and Poultry Breeding Pollution Enterprises in Yunnan Province

摘　　要：以2015年云南省25家典型规模化畜禽养殖企业的经营状态、污染防治工艺、设施运行情况为基础,计算规模化畜禽养殖企业污染物排放量和削减量,并对企业污染防治的环境效益进行分析讨论。结果表明,25家企业配套建设废弃物处理设施比例达到50%以上,满足国家考核指标;企业全年污染削减率达到COD 87.83%,NH3-N 76.98%,畜禽养殖COD、NH3-N排放量较2010年分别减少8%、10%,满足污染物削减要求;25家企业中执行"三同时"制度的企业占总数的72%,有环评批复的企业占总数的48%,地方监管亟待强化。云南省25家典型规模化养殖企业的污染设施建设和污染排放量达到国家要求,但畜禽养殖禁养区划定、"三同时"制度、环评制度等环境监管和执法措施相对滞后。Based on the production state and the technology of pollution prevention and control of 25 typical large -scale livestock and poultry breeding pollution enterprises in Yunnan province, the amounts of pollutant emitted and reduced from these enterprises were calculated. The environmental benefits of pollution control were analyzed and discussed as well. The result showed that above 5 0 % of enterprises have built up the waste management facilities,which has met the national appraisal indicators. The reduction amounts of COD and NH3 - N decreased 87. 83 % and 76. 9 8 % respectively in 2015 than that in 2010. Over 7 2 % of enterprises have implemented uThree simultaneity”system. Forty - eight of enterprises have received the governmental approvals of environmental impact assessment.These numbers indicated that the environmental management should be strengthened. In conclusion, the construction of waste management facilities and their reduction of pollutants of the large - scale livestock and poultry breeding enterpriseshavemet the national requirements. However, environmental regulation and enforcement measures have been lagged behind in terms of the delineated ban area of livestock and poultry breeding, the three simultaneity system and the environmental impact assessment system.
