摘　　要：[目的]对广东省近年来的医疗卫生投入绩效情况进行客观分析和评价,揭示卫生资源使用中存在的问题,并提出相应的解决措施。[方法]运用层次分析法(AHP)建立绩效评估体系,收集整理广东省2008-2011年的数据,对广东省医疗卫生投入绩效评估进行实证分析,得出量化的绩效结果。[结果]广东省医疗卫生投入的绩效水平整体上呈现波动上升。其中医疗人员类投入绩效在2010年有大幅下滑,其余年份都呈现上升态势;医治水平类投入绩效自2009年后呈现持续下滑趋势;医疗设施类投入绩效自2008年至2011年持续上升。[结论]医疗卫生软硬件资源匹配失衡,软件资源发展落后于硬件资源提升;医疗卫生从业人员专业水平不足导致投入产出效率降低;医疗卫生财政投入结构失衡,资金没有得到有效利用;医疗卫生投入绩效对新医改反应消极,医改实际深化不成功。Objective Objectively analyzes and evaluate medical health care investment performance situation in Guangdong in recent years. Revealsthe problem in the use of health resource, and puts forward relevant countermeasure. Methods Establishes performance evaluation systemby Analytical Hierarchy Process ( AHP) . Collected the data from 2008 - 2011 in Guangdong province. Empirically analyzed performance evaluationof medical health investment and got the quantitative performance results. Results As a whole, the performance level of medical healthinvestment appeared fluctuated upward. Where medical personnel investment performance fell sharply in 2010, the rest of the year showed anupward trend. Medical treatment level investment performance had continued to show a downward trend since 2009. Medical facilities investmentperformance continued to rise from 2008 to 2011. Conclusions The resource matching of medical health hardware and software was imbalance.Software resources development was behind of the promoting of hardware resources. Short of the professional level of medical health practitionersled to lower input - output efficiency. The structural imbalances in health care financial investment, funds had not been effectively utilized.Medical health performance was negative reaction to new health care reform, health care reform was actually deepen unsuccessful.
