摘　　要：时代的大变局之下,肩负执政兴国的神圣使命,需要有一往无前的豪情,更需要有时不我待的警醒。在改革发展的关键阶段,依法治国不仅是事关我们党执政兴国的重大战略问题,也是事关人民幸福安康、事关党和国家长治久安的重大战略问题。面对依法治国的新形势新任务,从法治政府建设的重要历史节点为重心,回溯治国理念的历史演进和政府法治的制度建设,必将增强建设法治政府的使命感、紧迫感和责任感,牢固树立政府法制建设的新思维,将法治政府建设与中国共产党的领导、经济发展与改革创新、推进国家治理体系和治理能力的现代化结合起来,综合施策、整体推进,保障法治政府的各项制度设计真正落实到位。Under a large change in the situation of the times? to shoulder the sacred mission of governing and rejuvenating the need to have the indomitable pride, need not wait more alert. At a critical stage of reform and development, the rule of law is not just a matter of our party in governing and rejuvenating the major strategic issues of concern for the peoples well-being, major strategic issues related to the party and the stability of the state. Facing the new situation and new tasks of the rule of law? from important historical node law government of the center of gravity back system construction and the Evolution of the rule of law governing philosophy of government? the rule of law will enhance the government’s sense of mission,a sense of urgency and responsibility? firm new thinking and establish government legislation will combine the administration according to law and the Party leadership, innovation, modern governance and capacity building, promote co-ordination,comprehensive measures to ensure the rule of law in government system design really put in place.
