山东省区域发展规划的特征与问题分析

摘　　要：以山东省区域发展规划为研究对象,对其演变历程、现状特征及存在的问题进行了较全面地考察分析,发现山东省区域发展规划呈现出规划战略的明晰性、规划区经济空间结构的多样性和规划保障措施的切实性等特征,但存在多个规划战略的政策重叠区且当前的考核机制弱化了规划的宏观调控能力。最后,对存在的问题提出针对性的政策建议。In recent years,the importance of regional development plannings has attracted great attention from the whole society.Taking regional development plannings in Shandong Province as research object,characteristics and problems of them are fullyanalyzed. The study has found that these plannings are characterized by the clarity of planning strategies,the variety of economicspatial structure in planning areas and the feasibility of safeguards. Nevertheless,the overlapped regions and assessment mechanismhave weakened the macro-control ability of these plannings. Finally,this paper puts forward some relative policy suggestions aswell.
