完善县级政府绩效考评指标体系研究

摘　　要：目前我国县级政府绩效考评指标体系大都由政府自身设计,政府绩效评价机制在性质上属于体制内上对下评估的内部控制,具有"单向性特征",在实践中不能很好地把政绩考评与政府工作持续改进结合起来,不能很好地发挥政绩考评的激励导向作用。国家治理现代化要求政绩考评应突出科学发展导向,"因地制宜、因时制宜"地"完善政绩考核评价指标"。构建完善的分类分区差别化考评指标体系,把民生改善、社会进步、生态效益等指标和实绩作为政绩考评的重要内容,促使考评重心从"以生产为中心"转向"以国民福祉为中心"。应充分发挥考评结果的导向作用,建立差异化和常态化考核机制,构建有导向作用的考核方式和考评体系,推进国家治理能力现代化。At present,the county government performance evaluation index system of ourcountry is mostly designed by the government itself.Government performance evaluation mechanismis kind of internal control evaluation from superior to junior within the system in nature,which is characterized with one way.In practice,the performance evaluation can not with the continuous improvement of government work.And the incentive guiding role ofperformance evaluation can not be well played.Modernization of our national governance requiresthat the performance evaluation should highlight the orientation of scientific appraisal indicators should be improved according to the local conditions and the righttime.A comprehensive classification and zoning evaluation index system should be constructed,including performance indicators such as people’s livelihood improvement,social progress and ecologicalbenefits as important contents of the assessment,to promote the evaluation focus from$taking the production as the center%to^taking the national welfare as the center%.We shouldgive full play to the guiding role of the evaluation results,establish the differentiation and normalizationassessment mechanism,and construct a guiding assessment and evaluation system,to promotethe modernization of our national governance capacity.
