摘　　要：档案资源整合不单是聚集分散的档案实体,整合背后的调控机制饱含权力的色彩。本文从微观结构切入,论证档案确保权力的合法性;在中观空间分析档案资源整合的表象,提出其背后的调控机制是档案资源占有者支配权力的相互作用,并探讨了权力博弈的成因;从宏观视角提出保证权力的正确行使要以保障公民权利为先导和遵循法律的规范。Archival resource integration is not a simple aggregation of scattered archives entities,which controlmechanism behind is full of power color.From the microstructure perspective the paper demonstrated how archivesensured the legality of power;based on it the paper analyzed the integration phenomenon and put forward that theregulatory mechanism was the interaction of the dominant power of the owner of archival resources and their reasonsas well;then from the macro perspective the paper proposed that protection of the citizen-oriented interests and legalnorms should be taken into consideration to ensure the correct exercise of power requires.
