服务型政府理念下地方政府公共服务的困境与出路——基于新公共管理的视角

摘　　要：面对公众日益增长的公共服务需求,地方政府在供给上频频陷入困境。新公共管理学以其崭新的理论基础为地方政府公共服务能力的提升带来了契机,透过其专业化管理、竞争机制、明确的绩效测量标准、有效性和回应力等特点,探索提升地方政府公共服务的合理路径。The local governments are always faced with the dilemma of inadequate supply when they are trying to satisfy the increasing demand of public service. The new public administration, with its new theoretical foundation, brings an opportunity for local governments to upgrade their ability to provide public service, and to explore a reasonable way to enhance public service through such concepts as professional management, competition mechanism, clear performance measurement standards, effectiveness and responsiveness.
