河南从内陆腹地迈向开放发展前沿

摘　　要：作为传统内陆腹地,河南省在"十二五"时期通过建设郑州航空港国际枢纽,在供给侧提供新的生产要素,促进进出口总额年均增长32.9%,创造出"对外开放靠蓝天"的新模式.2016年,河南省多项国家战略获批,战略叠加效应凸显,发展动能提升.结合全面融入"一带一路"建设的需要,河南省明确提出建设内陆开放高地的战略目标,成为进一步发展的一种战略导向.研究认为,要实现这种战略目标,就要毫不动摇地推动中原腹地成为开放发展前沿,毫不动摇地构建双向开放新体系,毫不动摇地提升开放型经济发展水平.促进开放型经济发展,重点抓好五大战略举措:深度融入国家"一带一路"战略,进一步提升郑州航空港开放发展优势,支持郑州建设国家中心城市,加快推进开放式创新,积极探索自贸区建设之路.通过全面开放,河南正在从内陆腹地迈向开放发展的前沿,成为内陆地区发展的热点.During the 12th Five Year Plan period,Henan province,a traditional hinterland,has created a new model for its opening-up development which is based on the air transport by building Zhengzhou airport into the international hub,providing new factors of production on the supply side,and promoting an average annual increase of 32.9% of the total export-import volume. In 2016,several national strategies are approved in Henan province,which strengthens the superimposed effect and promotes its development energy. Henan has definitely proposed the strategic target for inland construction and highland opening-up according to the need of integrating into the Belt and Road construction,which is the strategic guide for the further development. It is concluded that in order torealize this strategic target,we should unswervingly promote the transformation of Henan province from thehinterland of Central Plains to the leading edge of opening-up development,build the new system with bidirectionalopening-up,and advance the development level of its economy. Five strategic measures should be noticed to promote thedevelopment of open economy:deeply integrating into the national Belt and Road initiative;further enhancing thesuperiorities of opening- up development of Zhengzhou airport;supporting Zhengzhou in its construction of the national central city;accelerating the open innovation;actively exploring the way to construct Free Trade Zone.Through the completely opening-up development,Henan is stepping toward the leading edge of opening-up development from the hinterland and being the hot spot of development of inland area.
