摘　　要：创新券是由政府面向中小微企业和创新团队无偿发放,专门向科技服务机构购买检验测试、研发合作等创新服务的权益凭证。近年来,越来越多的地方出台实施了创新券政策,促进科技资源开放共享,推进大众创业万众创新。本文介绍了相关地方实施创新券政策推动科技资源开放共享工作的相关做法、进展和成效,分析了创新券促进科技资源共享的机理,并结合科技资源共享工作提出进一步做好创新券相关工作的建议。Innovation Vouchers are issued by the government for micro, small and medium enterprises and innovation teams as credentials to buy Innovative services freely, such as instrument detect services, research and development cooperation and so on , from science and technology agency. In recent years, more and more local government introduced Innovation Vouchers policy to promote science and technology resources opening and sharing, promoting public business innovation. This paper introduces the practice, progress and effect of the Innovation Vouchers policy to promote science and technology resources opening and sharing, analyzing the mechanism of Innovation Vouchers to promote the science and technology resources opening and sharing,relating the further suggestions for the work of Innovation Vouchers policy combined science and technology resources sharing.
