推进省级主体功能区建设的土地政策研究——以重庆市为例

摘　　要：文章系统剖析了已出台的国家及各省主体功能规划,分析了现有土地政策内涵及存在的政策碎片化、体系结构针对性不强等特征。结合重庆实例提出政策建议:(1)对优化开发区域重点实行建设用地总量和强度双控行动,合理控制基础设施用地和重工业用地等;(2)对重点开发区域(Ⅰ类区域)要强化用途监管,改变旧有依赖土地招商引资等;(3)对重点开发区域(Ⅱ类区域)重点处理好农业发展、生态和其他非农特色资源型产业发展用地之间的潜在矛盾;(4)对限制开发区域重点限制大规模高强度的工业化、城镇化开发,实施人口迁移政策,保障农产品等持续稳定供给能力;(5)对禁止开发区域要严格禁止工业化、城镇化开发,加大政策性移民力度等。This paper systematically analyzes the functional planning of the state and the provinces, the existing land policy and its problems that the existing policy is fragmented, less targeted and so on. Policy recommendations are put forward as follows. Firstly,for optimizing development zones, implement the construction land total control and intensity control, while reasonably control land use of infrastructure and heavy industries. Secondly, for key zones of development (class I), strengthen regulation of land use, and change the old land-dependent investment. Thirdly, for key zones of development (class II), deal with the potential contradictions of land use among agricultural development, ecological protection and other non-agricultural characteristic industries development.Fourthly, for restricted development zones, large-scale and high-intensity industrialization and urbanization should be limited t oguarantee the sustained and stable supply capacity of agricultural products. Finally, for forbidden development zones, strictly prohibit the industrialization and urbanization development, implement the population migration policies vigorously and so on.
