高新技术企业创新现状调查及创新效率评价研究——以杭州市国家高新技术企业为例

摘　　要：高新技术企业是创新活动的最活跃载体之一,在推动区域经济创新发展中起着至关重要的作用。本研究以杭州市国家重点扶持的高新技术企业为例,通过问卷调查,总结分析高新技术企业发展现状,并运用数据包络分析法,以不同技术领域的高新技术企业和企业个体为决策单位进行创新效率评价,得出电子信息、新材料、新能源、资源与环境四大技术领域技术企业创新效率较高;高技术改造传统产业投入过多,高技术服务业投入不足;生物医药领域投入冗余或应提高创新产出成果;94.3%的被评估企业处在成长期,这些企业资源集约化、生产要素利用效率较高,成长动力相对稳定。最后,从破解企业发展后劲、融资、内部创新和创新环境四大方面问题提出了推进高新技术企业创新发展的对策建议。High-tech Enterprises are one of the most active carriers in innovation activities,playing a crucial role in promoting innovation development in area economy.Taking the high-tech enterprises of Hangzhou which are supported by the state for example,through the investigation by questionnaire,the study analyzes the status of high-tech enterprises development.And it uses the data envelopment analysis(DEA)to evaluate the innovation efficiency base on the decision making units of different technical fields and individual enterprise separately,then it draw four conclusions as following.Firstly,the technology innovation efficiency of the electronic information,new materials,new energy,resources and the environment are higher.Secondly,the input of high-tech transformation is too much while the high-tech service is not enough.Thirdly,the investment of the biomedical field is redundancy or it should be to improve the innovation output.Fourthly,94.3%of evaluated enterprises are in growth stage,which are intensive resource,high utilization efficiency of production factors and relatively stable growth momentum.As the last,it put forward the countermeasures on promoting the innovation development of high-tech enterprises from cracking the problems of potential of enterprises development,financing,the internal innovation and innovation environment.
