我国涉农战略性新兴产业金融支撑现状及实施要务

摘　　要：涉农战略性新兴产业的发展需要得到金融部门的有力支撑,目前国家制定了一系列扶持新兴产业发展的金融支撑政策,并取得了积极效果,但还需进一步细化,采取更具体的措施来强化对涉农战略性新兴产业的金融支撑。这些措施包括:搭建农业金融市场的产权基础,对涉农战略性新兴产业实施新型信贷政策,完善专业的农业产业保险体系,实施维护农业金融运行安全的保障机制,实行金融市场退出机制等,以确保金融对涉农战略性新兴产业的支持落到实处。The development of agriculture-related strategic emerging industries needs strong support from financial sector. Now China has formulated a series of policies to support the development of emerging industries, and has achieved positive results. But it is still not enough;more specific measures are required to enhance the financial support for agriculture-related strategic emerging industries. These measures,to name a few-include,building property rights foundation of agricultural financial market,implementing new credit policy to entitle preferential treatment to agriculture-related strategic emerging industries,perfecting professional agricultural insurance system,implementing safeguard mechanism to maintain the safe operation of the agricultural finance,implementing financial market exit mechanism,and so on,in order to make sure to implement the financial support for agriculture-related strategic emerging industries.
