摘　　要：随着京津冀协同发展上升为国家战略,京津冀三地协同发展步伐加快。为客观准确地评价京津冀区域创新能力,帮助政府部门了解区域创新发展现状与潜力进而制定相应的区域创新政策,需要构建京津冀区域创新能力评价体系,采用全局熵值法对2011—2015年京津冀区域创新能力进行动态比较分析。分析结果表明,京津冀协同发展框架下,北京、天津、河北区域创新能力梯度差较大,京津冀区域内部发展极不平衡。天津和河北下大力气改善创新投入和创新基础条件,但由于投入产出过程存在时滞性以及创新效率相对较低,在创新产出方面表现不佳,而北京创新能力结构发生了很大变化,除创新投入保持领先外,创新产出取代创新基础排在了第二位。为打破京津冀区域创新能力不平衡的局面,真正实现协同发展,一要强化核心功能定位,提高北京原始创新能力;二要完善创新服务平台建设,提高天津创新成果转化效率;三要以京津冀协同发展为契机,全面提升河北区域创新能力;四要加强区域协同创新,促进京津冀协同发展。With the Beijing-Tianjin-Hebei integration initiative becoming our national strategy,the integrated development in this area has been accelerated.To objectively and accurately evaluate the regional innovative ability of this area and help the government understand the status quo and potential of regional innovative development and formulate the corresponding regional innovation policy,we should establish the evaluation system for the regional innovative abilities in Beijing-Tianjin-Hebei area,and carry out the dynamic comparative analysis on the regional innovation abilities in Beijing-Tianjin-Hebei area from2011to2015with the help of overall entropy method.It is found that,in the light of the integrated development in Beijing-Tianjin-Hebei,there are significant differences in terms of the regional innovation ability of Beijing,Tianjin and Hebei,respectively;and the internal development in this area is very imbalanced.Tianjin and Hebei spent more on innovation investment and theimprovement of the fundamental condition for innovation;but because of the time lag of the input-output process and the lowefficiency of innovation,the fruit of investment in innovation is not perfect.Because of great changes in Beijing’s innovationability structure,the innovative investment of Beijing is ranked first;besides,its innovative output and basis is ranked secondand third,respectively.To breakthrough the imbalanced situation of regional innovative abilities in Beijing-Tianjin-Hebei area and really realize the integrated development in this area,we should,first,strengthen the positioning of corn function and improve the original innovative ability of Beijing;second,we should perfect the service platform building for innovation and improve the efficiency of achievement transformation in Tianjin;third,we should comprehensively improve Hebei’s capability for regional innovation taking the integrated development of Beijing-Tianjin-Hebei as the opportunity;and fourth,we should strengthen regional coordinated innovation and promote
