我国公共图书馆PDA项目实践创新与发展趋势

摘　　要：我国部分公共图书馆对发端于美国高校图书馆的PDA进行了大量富有成效的本土化创新实践,显著拓展其概念内涵与外延、拓宽实施模式与平台,同时有待解决制约PDA实施的用户决策局限性、经费约束性、影响馆藏结构均衡性等共性问题和可持续发展挑战、馆藏空心化、服务"外卷化"等特殊问题。我国公共图书馆PDA项目创新实践将向推进专业规范管理、智能平台系统建设、全面社会价值评估和多元公共治理的方向发展,应实施好六方面关键举措:科学定位,平衡预算;细分用户,层级激励;监控过程,因势利导;整合资源,协同推进;重视培训,开发智力;深化改革,创建品牌。Some public libraries in China have carried out a large number of effective indigenous practice innovation on PDA,which originated from the American university library.The practice innovation significantly expanded the connotation and extension,enriched and broadened the implementation model and platform of PDA,meanwhile needed to solve the problems of restricted the implementation of user decision-making limitations,funding constraints,the common issues which impact the balance of the collection structure,the sustainable development challenges,the collection of hollow,service“roll out”,and other special problems.The future direction of the innovation practice of PDA project of Public Library in China may be to promote the management of professional standards,the construction of intelligent platform system,the comprehensive evaluation of the social value and the multiple public governance.The practice innovation should implement the following six aspects of key initiatives:scientific orientation,balance the budget;user segmentation,hierarchical incentive;process monitoring,improve the occasion;resource integration,collaborative promotion;pay attention to the training,intelligence developing;deepening the reform,create a brand.
