摘　　要：改革开放以来,我国倡导的"扬长避短、发挥优势、保护竞争、促进联合"的区域间合作机制并未完全形成。"十三五"期间,新型城镇化和经济增长方式转型,为加强区域合作提供了历史性机遇。同时,区域合作也面临对外开放与对内开放"两重开放"的挑战。秉承"创新、协调、绿色、开放、共享"的全新发展理念,在政府和市场共同推动下加快区域合作与相关制度创新,必将成为新常态。Since the reform and opening up,China advocates"weaknesses,play the advantages of protecting competition,promote the combination of the domestic inter regional cooperation mechanisms are not fully formed.The“13th Five-Year”during the transition driven by new urbanization and economic growth from exports to domestic market,provides a historic opportunity to strengthen regional cooperation.At the same time,regional cooperation is facing the challenge of opening to the outside world and opening to the outside world.To this end,adhering to the new concept of innovation,coordination,green,open,sharing,and jointly promote the government and the market,accelerate regional cooperation and related institutional innovation will become the new normal.
