摘　　要：粤港、粤澳合作框架协议是指导粤港澳合作的纲领性、综合性文件,是"一国两制"下作出的特殊政策和灵活制度安排,指导合作步入深度整合阶段。"十二五"时期,粤港澳合作迅猛发展、全面发展、创新发展、一体发展,世界级城市群已现雏形。"十三五"时期,实现共建世界级城市群目标,要转换合作思维,构建制度共同体,提升区域核心竞争力,促进可持续发展。The framework agreement on Hong Kong Macao and Guangdong cooperation is a comprehensive and programmatic document that guides the cooperation,the special policy and flexible system arrangement under the principle of“one country two systems”,and establishing a system framework for cooperation,setting up a policy platform,guiding the cooperation into the depth of the integration phase.During the12th Five-Year period,the cooperation developing rapidly、roundly、novelty and integratedly,formed a world-class city group.Looking into the13th Five-Year period,Hong Kong Macao and Guangdong cooperation still faces many difficulties and challenges,need to bold reform and innovation,transformation thinking mode and ideas of cooperation,explore innovation the method of cooperation,improve the mechanism construction.
