攀西地区钒钛磁铁矿资源综合利用的思考  

On Comprehensive Utilization of Vanadium-Titanium Magnetite Resources in Panzhihua-Xichang Region of Sichuan Province

摘　　要：近几年,以攀钢集团矿业公司为代表的钒钛磁铁矿资源综合利用技术和装备的研发与应用,极大地提高了钒钛资源的开发利用效率和水平。但资源禀赋、成本因素、技术因素、产业导向、税收政策、市场因素等也制约着钒钛磁铁资源综合利用水平的进一步提高。因此建议:①编制国家级攀西地区钒钛磁铁矿资源综合利用规划;②深化难利用资源综合利用示范基地建设;③以矿山企业技术需求为引领,加强科技创新平台建设;④加快核心技术转化应用,实现钒钛磁铁矿资源综合利用规模化和产业化;⑤创新融资方式,探索产业转型及区域经济升级新渠道;⑥以激励约束机制为源动力,提高矿山企业内生动力;⑦深化内外部管理改革,使企业实现降本增效。In recent years,it has been the development and application of comprehensive utilization technology and equipment regarding vanadium-titanium magnetite resources what the mining companies under Pangang group have done that has allowed the development and utilization efficiency and level of vanadium and titanium resources to make a great improvement.However,variousfactors,such as endowment of resources,cost factors,technological factors,industrial guide,tax policy,and market factors,will constrain the comprehensive utilization level of vanadium titanium magnet resource to be further improved.Therefore,this paper offers some measures that we must grasp in working to promote the comprehensive utilization of vanadium-titanium magnetite resources.First,we should formulate national plan for comprehensively using the vanadium titanium magnetite resources in Panzhihua-Xichang region of Sichuan province.Second,we must deepen the demonstration base construction for comprehensive utilization ofthe resources which are hard-to-utilized.Third,we should make efforts to develop scientific and technological innovation platformaccording to technical requirements of mining enterprises.Fourth,we should accelerate the pace of the transformation and applicationof core technologies,and achieve the scale and industrialization of the comprehensive utilization of vanadium-titanium magnetite resources.Fifth,we must develop the new ways of financing,and explore new channels for industry transformation and the regional economic upgrade.Six,we should improve endogenous impetus of mining enterprises through incentive and restraint mechanism.Seventh,we should deepen reform of the internal and external management so as to ensure that the enterprise can reduce cost and increase benefits.
