“积极社会福利”理念下的中国社会保障发展启示

摘　　要：中国近代的"积极慈善"思想和西方当代社会福利制度改革中提出的"积极福利"都包含了社会保障发展未来方向,即"积极社会福利"的理念。这一理念源自对制度建设和经济发展关系上的反思,其内在价值是对人之"主体性"的强调,同时具有丰富的实践指导意义。基于这一理念视角的分析,能为当下中国的社会保障制度从消极到积极的改革提供思路。总体来说,中国的社会保障发展首先需要积极的态度,其次要采取积极的措施,同时注重中华优秀传统文化的延续。“Positive charity”idea was put forward in Chinese modern times,and“positive welfare”in the contem?porary western social welfare system reform,that is the concept of“positive social welfare”.This concept comes fromthe reflection on the relationship between institution-building and economic development,which intrinsic value is theemphasis on people’s“subjectivity”,at the same time have a wealth of practical guiding significance.Based on this theperspective,we can get some revelations to our social security reformation from negative to positive.The thought of“Positive social welfare”,in general,a positive attitude and then to take active measures are needed.In addition,the ex?cellent traditional culture in the thought of“Positive charity”is also worth considering.
