中西部农村女童的权利保障现状研究

摘　　要：为了准确评估我国农村女童保护政策的有效性,在实践上对其权利保障现状进行深入研究尤为必要。基于6032份问卷调查的结果,可以观察到目前我国农村女童在物质条件的获取上已经较为充裕,但在生活照顾、行为控制、心理干预和被侵害保护等服务层面仍然面临着巨大困境;同时,农村女童的权利保障状况不会随着年龄的增长而自动改善,且以单亲女童、贫困女童和双亲外出留守女童为主体的弱势女童普遍面临着更为严峻的现实压力。因此,未来应当以家庭支持型社会政策为基本依托,注重不同年龄阶段女童的服务性诉求,对特殊困难女童施以优先照顾。In order to accurately assess the effectiveness of girl’s social policy,it is particularly necessary to research on rights protection in practice.After taking the questionnaire survey over6032girls,it can be observed of the basic life,health,education,psychology and the situation of being infringed in six central and western provinces.The study finds that China’s rural girls have been more abundant in the acquisition of material conditions at present,but the service areas have occurred a huge dilemma,such as in ordinary care,behavior control,psychological intervention and the protection of infringement;at the same time,right protection of rural girls cannot be automatically eliminated as the age increasing,and vulnerable girls like single girls,poor girls and double-couples left-behind girls are generally faced with more severe realistic stress.The study suggests that our governments should establish family-supporting social policy,focus on the service demands of girls in different stages,and exert policy tendencies on special girls.
