地方立法监督方式科学化的现状与路径分析

摘　　要：由于种种原因,目前地方立法监督方式规范建设缺乏科学的体系性,没有具体的落实程序和机制,导致地方立法监督方式的独立价值没有获得表达。本文对具体的监督方式体系化和运行程序设计、多元监督主体的培育以及监督主体责任机制建设等问题进行分析,为地方立法监督方式走向科学化提供理论依据。Due to various reasons,the standardized construction of local legislative supervision ways lacksscientific system,without specific implementation procedures and mechanism,leading to the failure of expressing the independent value of local legislation supervision ways.This paper analyzed the concrete systematic supervision way,running program designing,multivariate supervision main body cultivation and supervision responsibility mechanism construction,providing theoretical basis for local legislation supervision way to be scientific.
