摘　　要：国家空间数据基础设施作为在全国范围内开展空间数据共享和服务应用的动态网络设施,包含人、数据、政策、标准和技术五个部分。本文以构建智慧中国空间信息支撑为目标,以用户分析调查为基础,基于国际空间数据框架研究理论体系开展了智慧中国空间数据基础设施规划研究。通过开展用户问卷调查分析和多角度综合评估,分析了我国空间数据基础设施建设重视数据和服务等技术层面内容,但相对忽略组织措施和公共政策等非技术内容的现状,提出了下一阶段中国国家空间数据基础设施的总体建设任务,并从政策、组织、财政、数据、沟通五个方面分解任务,为智慧中国空间数据基础设施的发展提出了具有可行性的实施建议。National Spatial Data Infrastructure is a dynamic network facility comprising people,data,policy,standards and technology for improved utilization of spatial data and services within a jurisdiction of one country.Based on the international SDI research framework,a comprehensive assessment is made to evaluate the2016situation of the Chinese SDI.A user need analysis with253feedbacks is analyzed to estimate the current issues of the Chinese SDI.With the huge investments,the Chinese SDI has made remarkable achievements,especially in fundamental database construction and sharing,however,the general lacks of attention are in the non-technological aspects:people and policy,and these lead to the low awareness of the NSDI among the stakeholders.To support the construction of Smart China,the NSDI vision and objectives are proposed from the following aspects:legislation,governance,finance,data and communications.
