从国外绿化评价体系看运用管理手段促进室外环境改善技术集成

摘　　要：因地制宜地推进和引导技术集成是提高城市绿地综合效益、改善室外环境的有效途径,而管理手段则是推动集成、保证质量和提升效益的关键环节。综合分析德国柏林、瑞典马尔默、美国西雅图和华盛顿哥伦比亚特区,以及英国西北区5种绿化评价体系的适用范围、管控目标、评价方法和管理程序,讨论管理手段在促进室外环境改善技术集成方面的特点,结合中国实践提出4点建议,包括因地施策、精准管理;目标导向、注重实效;多元引导、促进集成和全程严控、保证质量。It is an effective way to promote the comprehensive benefits of urban green space and improve the outdoor environment throughcarrying forward and leading to technology integration by adjusting measures to local conditions,and management is the key link to promoteintegration,ensure quality and improve efficiency.This paper comprehensively analyzes the scopes,objects,elements and proceduresof5greening evaluation systems from Berlin,German;Malm?,Sweden;Seattle and Washington,D.C.,America;and Northwest regionof England.Then,features on promoting the Integration of Outdoor Environmental Improvement Technology by management tools arediscussed.Based on the present situation of China,four suggestions are proposed,including suiting one's strategies to local conditions,applying special management tool to special zone;goal and actual effect oriented;providing multiple choices and encouraging integration;strict control of the whole process and ensuring good quality.
