摘　　要：近年来,财政部就推广运用PPP模式进行了一系列工作部署,经过两年多时间的探索与实践,推广运用PPP模式工作取得一定成效,城市轨道交通PPP项目的采购流程等也得到了进一步的规范。然而,PPP模式在何种情况下适用却一直是我国基础设施项目采购过程中相对薄弱的环节。本文在VFM评价相关理论的基础上,结合现有城市轨道交通PPP项目的实际情况和实践经验,设计了相关的评价方法,初步建立了城市轨道交通PPP模式的VFM评价流程和体系,对建立和完善我国城市轨道交通PPP模式物有所值评价机制具有重要的现实意义。In recent years,the Ministry of Finance has taken a series of work arrangements for the promotion of the use of the PPPmodel,and after more than two years of exploration and practice,it has achieved certain results,city rail traffic PPP project procurementprocess has been further standardized.However,the circumstances of the PPP model application has been a relatively weak link in theprocurement process of infrastructure projects in China.Based on the VFM evaluation theory,combined with the actual situation of theexisting city rail transit PPP project and practice experience,this paper designed the related evaluation methods,established the VFMevaluation process and system of city rail transit PPP mode,which has an important practical significance to establish and perfect theevaluation mechanism of the city rail transit PPP mode in China.
