基于模糊综合评价法的两规协调性评价研究——以武汉市为例

摘　　要：通过分析影响两规协调的因素,进而构建评价模型,并运用模糊综合评价法对武汉市两规协调度进行综合评价,为进一步优化土地利用和促进两规融合提供参考。研究结果表明:在两规协调性评价体系中,规划理念、规划编制和规划实施三个一级指标的权重分别为0.49、0.32和0.19;武汉市两规协调度综合评价值为77分,协调程度较好;武汉市两规在区域规划理念和城市化水平预测等方面协调度较高,而在社会化理念、专项规划实施和信息反馈等方面协调度较低。因此,树立一致的规划理念是两规融合的根本;协调建设用地规模和布局是两规融合的重点;此外,还需强化规划实施信息反馈和问责制度,及时解决两规冲突,以全面实现两规融合。The purpose of this paper is to evaluate coordination between general land use planning and urban master planning of Wuhan city by establishing the evaluation system of“two planning”,so as to provide a reference for optimization utilization of land and integration of planning.Methods employed include literature analysis and fuzzy comprehensive evaluation.The results indicate that the weight of planning concept and planning formulation and planning implementation is0.490.32and0.19.The evaluation value of“two planning”of Wuhan is77.In Wuhan,the score of the idea of regional planning and forecast of urbanization level is pretty high,in contrast,the score of the idea of socialization and implement and information feedback of special plans is low.It is concluded that establishing a consistent planning concept is the key to integrate two plans.Coordinating these aspects like scale and layout of construction land plays an important role in twoplanning integration.In addition,it is also important to intensify the information feedback and accountability system.
