摘　　要：围绕实施生态补偿政策的主要目的,构建湖北省重点生态功能区生态绩效评价指标体系,包含2个一级指标和9个二级指标。利用综合指数法与熵权法相结合的方式测算湖北省重点生态功能区2011—2014年生态补偿绩效。研究表明,秦巴生物多样性生态功能区生态补偿绩效优于其他生态功能区,而鄂东南幕阜山水源涵养生态功能区生态补偿绩效最低。从影响因素分析来看,生态保护投入、环境污染治理对生态补偿绩效影响最大。为进一步推进湖北省重点生态功能区生态补偿工作,提升生态补偿绩效,应以提升环境质量减少污染排放为核心,实施最严格的环保制度,提高生态保护与环境污染治理投入资金占比;以重点生态功能区为基础,逐步扩大生态补偿范围与力度。Aiming to implement the ecological compensation policy,the ecological performance evaluation index system of key ecological function areas in Hubei was constructed,including two first-level indicators and nine second-level indicators.Using Comprehensive Index Method and Entropy Method,we calculate the ecological compensation performance of key ecological function areas in Hubei from2011to2014.The results show that the ecological compensation performance of Qinba biodiversity conservation function area is the best,while the lowest one is Mufu Mountain water conservation function area in the southeastern Hubei province.From the analysis of influencing factors,we find the ecological protection investment and environmental pollution control have the greatest impact on ecological compensation performance.In order to further promote the ecological compensation of key ecological function areas in Hubei and enhance the performance,we should take the most stringent environmental protection system and increase the investment proportion of ecological protection and environmental pollution control with the core of environment improvement and emission reduction.In addition,we should gradually expand the scope and intensity of ecological compensation,beyond key ecological function areas.
