基于政府购买服务环境下开发体育公共管理软件的理论探析

摘　　要：政府购买体育公共服务的目的是吸引更多的社会力量参与到满足人们日益增长的体育文化需求中来,管理软件开发就是建立一个平台把管理者、提供服务者、消费者以及体育产业集团聚集在一起把广大公民的健康水平提高起来。结合智慧城市开发、资源优化配置、公开透明原则、新公共服务理论、治理理论以及体育产业化对体育公共服务可能产生的影响进行了理论分析,并提出了四级管理权限,多个接口开放、预约体育服务、科学统计锻炼、合理评价服务、孵化体育产业多种软件开发的需求,为下一步软件的开发提供了充分的理论保障。The purpose of government to purchase sports public services is to attract more social forces to meet people's growing demand for sports culture.Management software development is the creation of a platform that brings managers,providers,consumers,and sports industry groups together to improve citizens health level.Theoretical analysis is carried out combined with wisdom urban development,optimal allocation of resources,principle of openness and transparency,new public service theory,governance theory and the influence of sports industrialization on sports public service.A variety of software development requirements are proposed,such as four level management authority,open multiple interfaces,sport appointment service,scientific statistics for sport,reasonable evaluation service,incubation sports industry.It provides sufficient theoretical guarantee for the next step of software development.
