西部农牧区居民获取高质量卫生资源可达性调查研究——以乌鲁木齐市为例

摘　　要：医疗卫生事业承载着人类社会共同的健康福祉,没有全民健康,就没有全面小康。本文以乌鲁木齐市为例,对西部农牧区居民获取高质量卫生资源可达性进行调查研究。在对高质量卫生资源(三级医院)进行界定的前提下,结合三级医院服务半径,运用GIS技术对乌鲁木齐市14家三级医院和农牧区21个乡镇的地理空间坐标进行解析,并利用欧式距离法实际测算农牧区乡镇到达三级医院的空间距离,对农牧区居民获取高质量卫生资源可达性进行评估。发现乌鲁木齐市农牧区居民获取高质量卫生资源可达性普遍较差,可达性内部差异较大。最后针对上述问题,从资源供给、道路交通和居住点规划等方面提出了相应的对策建议。Medical and health undertakings carry the common health and well-being of human society.Without national health,there is no comprehensive well-off society.This paper took Urumqi as an example,and investigated the accessibility of high quality health resources to the residents in the rural and pastoral areas of western China.In the high quality health resources(tertiary hospitals)under the premise of the definition,and combining with tertiary hospital service radius,this paper used GIS technology to analyze the geographical coordinates of14tertiary hospitals and21villages and towns in Urumqi.And using Euclidean Distance Method to calculate the spatial distance of the townships in rural and pastoral areas to the third hospitals to evaluate the accessibility of high quality health resources to the inhabitants of rural and pastoral areas.It was found that the accessibility of high quality health resources was generally poor in Urumqi rural and pastoral areas.Finally,the paper put forward some countermeasures and suggestions from the aspects of resource supply,road traffic and residence planning.
