民用无人机安全管控的法律问题及公安管制研究

摘　　要：民用无人机应用的高速发展也带来许多安全问题,通过对一些无人机安全事故的分析,发现在技术上、法律上、管控措施上民用无人机存在很多的漏洞和监管空白,需要社会各界协作共同研究相应的管控模型和管制措施,以保障社会公共安全。The rapid development of civilian UAV applications has also brought many security troubles.Based onsome UAV accident analyses,we found there are many loopholes and regulatory gaps in control technology,laws andmeasures of civil UAV.It is necessary to research a control model and a series of control measures about civilian UAVapplications to protect the social public safety.
