反恐视角下欧盟边境地区警务合作之探析

摘　　要：欧盟正面临着严峻的恐怖主义挑战,积极应对恐怖主义威胁成为欧盟安全合作的重大课题。外部边境地区的警务合作是保障欧盟安全的重要手段。为打击和预防恐怖主义,欧盟在外部边境地区警务合作中发展出了多种模式并开展了多样的具体行动,从而对外部边境的秩序整顿、申根区域安全维护以及内外部安全合作机制的完善发挥了积极的作用。EU is facing a serious terrorism threat,and it’s a priority for EU security cooperation to deal withterrorism.Police cooperation in the area of external borders of EU is an important means of ensuringEuropean security,covering border gate for Schengen Area of EU.To combat and prevent terrorism,the EUhas formed policing cooperation on a wide variety of pattern and carried out special actions in external borderareas.In result,policing cooperation has played an active role in improving the order of the external border,the security maintenance of the Schengen area and the mechanism of internal and external securitycooperation.
