摘　　要：推进国家治理体系和治理能力现代化成为我国社会治理的新常态。在新常态的背景下如何提升政府的治理能力,对于经济发展、社会进步具有重大的意义。为此,以新常态的提出作为出发点,分析提升政府治理能力的必要性,针对政府在治理能力方面面临的现实困境,提出完善政府治理体制、转变政府治理理念、创新政府治理方式、革新政府治理工具的策略,有利于提升政府治理能力。Promoting the modernization of our country's governance system and the governance ability has become the new normal of social governance.How to enhance the government's ability under the background of the new normal is of significance for the economic development and social progress.Therefore,starting from the new normal,this paper analyzes the necessity of improving the ability of government governance.To overcome the realistic dilemma that the government faces when governing,this paper puts forward strategies of perfecting the governance system,transforming the mode of government management concept,innovating the government management strategies,and improving the government management tool so as to improve the governance ability.
