乡镇行政区划调整与政府职能转变的互动逻辑

摘　　要：选择具有一定代表性和典型性的长沙市望城区为例,进行乡镇行政区划调整历史梳理,发现:中华人民共和国成立以来,我国乡镇行政区划主要经历了中华人民共和国成立初期的"人民公社阶段"、改革开放时期的"区辖乡镇阶段"、市场经济发展时期的"撤区并乡建镇"及城乡一体化时期的"乡镇改街道"四次变化。同时,与四次变化相对应,乡镇政府自建立以来,也经历了中华人民共和国成立初期的"全能型管理"职能模式、改革开放时期的"偏重乡村发展"职能模式、市场经济时期的"乡村与城镇并重"职能模式及城乡一体化时期的"偏重城镇发展"职能模式等一系列职能转变。因维护基层社会政治稳定、促进农村经济向前发展的需要,乡镇行政区划调整与乡镇政府职能转变互动。这种互动逻辑对于我国当前和未来的乡镇行政管理体制改革具有重要的指导和启示作用。By analyzing the history of township administrative division adjustment of Wangcheng District of Changsha City,which is representative and typical,we find out that since the establishment of the PRC,China's township administrative division has experienced four stages of change,mainly,“the people's commune stage”in the early years of the new nation,stage of“area over the villages and towns”in Reform and Opening period,the stage of“withdrawing region from the town”in the development period of market economy,and the stage of“changing rural area into streets”in the period of urban and rural integration.At the same time,corresponding to four stages,township government,since its establishment,has also experienced a series of functional transformation from“universal management”pattern at the early stage of founding state,the pattern of“bias towards rural development”in the period of Reform and Opening,the pattern of“both rural and urban development”in the period of market economy and the pattern of“bias towards town development”in the period of rural-urban integration.Because of the need to maintain social and political stability at the grass-roots level and promote the development of rural economy,it is vital to exert interactivity between township administrative division adjustment and township functional transformation.The interactive logic plays an important role in guiding and enlightening the present and future of reform in the township administrative system in our country.
