新马克思主义视角下珠三角的区域治理与空间结构演化

摘　　要：从新马克思主义空间生产理论研究城市和区域发展问题是时下的热点研究领域,但以此视角探究我国典型区域空间结构演化的研究较少,造成该理论与中国区域发展实证之间的断联。此外,如何协调政府间的竞争发展与区域协调治理以提升区域竞争力也是重要的实践问题。本文基于新马克思主义的空间生产理论,构建资本循环、尺度重构和区域空间结构互动机制的概念框架,并以珠江三角洲(以下简称珠三角)经济区为典型案例,聚焦其自改革开放以来的发展历程。实证研究发现,珠三角每次资本转型进入新的循环都配以尺度结构的上移,从村镇到城市再到城市区域,进而推动了区域空间结构由初始的"广州独大+节点分散布局"到"穗港发展走廊",再进一步演化为"港深都市区"与"广佛都市区"的两极化、节点互联互通的网络化发展格局。研究揭示了过往资本循环与尺度重构互促的内在关系,并提出了相应的区域治理优化对策和建议。Researches on urban and regional development from the perspective of Neo-Marxism theory of space production are hot study topics.However,few literature has explored the spatial structure evolution of China's typical region from this perspective,resulting in the disconnection between the theory and the practice in China's regional development.In addition,coordinating the inter-government competition and regional coordination to enhance regional competitiveness is also an important practical issue.Based on the Neo-Marxism theory of space production,the paper constructs a conceptual framework to depict the interaction mechanism among capital circulation,scale reconstruction and regional spatial structure,and takes the Pearl River Delta(PRD)region as a typical subject of the case study,focusing on its development path since the implementation of reform and opening-up policy.The empirical study shows that every time the capital transformation in the new circulation in PRD is accompanied by the upward shift of the scale structure,from villages to cities and then to urban regions.It further promotes the change of regional spatial structure from"disperse nodes and Guangzhou as the only core city"to"the nodes decentralized layout"to the"Hong Kong development corridor"and then further evolves into the polarization of the"Hong Kong-Shenzhen metropolitan area"and"Guangzhou-Fo'shan metropolitan area"and the node interconnection network development pattern.The research reveals the intrinsic relationship between the past capital cycle and the scale reconstruction,and puts forward the corresponding regional governance optimization countermeasures and suggestions.
