希腊主权债务危机成因分析

摘　　要：希腊主权债务危机的爆发,曾迅速将恐慌蔓延至整个欧洲,使从金融危机中复苏的欧洲经济又遭受新的挑战。本文回顾希腊主权债务危机,从希腊社会、经济、政府政策以及欧元区乃至全球的视角详细分析并揭示希腊主权债务危机形成的原因。通过深入剖析希腊主权债务危机的内因外患,本文认为,产业结构不合理、高福利与人口老龄化双面夹击、政府财政政策松散、经济模式选择问题、私人和公共部门大举借债和希腊的国民惰性是促成希腊主权债务危机的自身因素;单一货币制度、财政纪律松散、危机救援机制欠缺和廉价资金的易获性为危机提供了欧元区内环境;而金融危机的冲击和投机者的推波助澜是希腊主权债务危机爆发的全球性因素。The burst of the Greek sovereign debt crisis quickly spread the panic to the whole Europe.TheEuropean economy which has just recovered from the financial crisis suffers another round of challenge.This essay reviews the whole story of the Greek sovereign debt crisis,analyses the reasons of the Greeksovereign debt crisis'formation from aspects of Greek society,economy and polices of the government,aswhile as the prospect of Eurozone and global market.By deeply analyzing the Greek sovereign debt crisisfrom its internal and external causes,this article concludes that the unreasonable industrial structure,thedouble-pronged attack from high welfare benefit and the aging population,the loose fiscal policy,theproblem of selection of economic model,massive borrowing of both the public and private sector andthe Greek's sluggishness are the internal factors that caused the Greek sovereign debt crisis.The singlemonetary policy,lax fiscal discipline,the availability of the cheap fund and the lack of crisis rescuemechanism provide the Eurozone environment for the Greek sovereign debt crisis.As for the globalcauses,strike of the financial crisis and adventures'speculative behavior added fuel to the fire of theGreek sovereign debt crisis.
