档案二元权力的主体构成及其合作

摘　　要：当前档案领域存在"国家—社会"的二元权力格局,国家权力主体是档案机构,社会权力主体是社会组织和公民,权力主体发展合作关系有助于推进档案事业向前发展。针对档案二元权力的主体构成,分析发现当前的国家体制、行业规划都利于合作关系的发展、权力主体各自身份优势和已有的合作先例都可以作为双方合作的前提条件,在此基础上从健全法律制度、加强公众监督、建设信任情景三个角度提出建议以加固合作关系。In archives field,there is a pattern of"state-society"power,the main body of state power is archives,the main body of social power are organizations and citizens,cooperative relations will help promote the archives career forward.Now,the national system and industry planning are conducive to the development of cooperative relations.The respective advantages of the main body of power and the precedent of cooperation can be used as a prerequisite for cooperation.On this basis,improving the legal system,strengthening public supervision,and building trust scenarios are do well to the cooperation.
