摘　　要：公安情报分析是公安情报工作的核心环节,情报分析人员作为分析工作的主体,其能力和水平会对情报产品的质量产生直接影响,进而影响决策的合理性。公安情报分析人员综合素质评估指标体系的建立,对选拔、培养和考核情报分析人员,以及情报部门的发展都有着重要的意义。文章采用定性分析与定量分析相结合的方法,在对具有丰富经验的情报分析人员进行调查以及对当前公安情报分析工作的特点和需求进行深入分析的基础上,从知识储备、能力构成、职业素养、思维意识四个方面构建了公安情报分析人员综合素质评估层次结构模型,之后运用层次分析法求出层次结构模型中各项指标的权重。The analysis of public security intelligence is the core of the work of public security intelligence.Theintelligence analyst,as the main body of the analysis work,has a direct impact on the quality of the information productsand thus the rationality of the decision.The establishment of the comprehensive quality evaluation index system of publicsecurity intelligence analysts is of great significance to the selection,training and assessment of intelligence analysts,and thedevelopment of intelligence departments.Based on the analysis of the characteristics and needs of the current public securityintelligence analysis,this paper analyzes the characteristics and needs of the intelligence analysis,and analyzes thecharacteristics and needs of the current public security intelligence analysis.Based on the combination of qualitative analysisand quantitative analysis,Literacy and thinking consciousness,this paper constructs the hierarchical model of thecomprehensive quality assessment of the public security intelligence analysts,and then uses the analytic hierarchy process toobtain the weights of the indexes in the hierarchical model.
