摘　　要：运用CGIP管制产权制度理论范式,分析新的《盐业体制改革方案》,我们发现,内中还存在管制法律法规制度缺失、管制治理体制机制畸形扭曲、管制激励政策短板、管制绩效评价指标体系短缺等制度缺陷和内在矛盾冲突。为此,有关部门在当务之急,一是尽快研制和出台健全的盐业法律法规,为这一盐业管制制度的实施和运行保驾护航;二是尽快探究既能与管制激励政策相匹配的,又能与新常态下盐业供给侧结构性改革相配套的盐业专业化管制治理体制;三是尽快编制盐业管制绩效的考评方法和评价指标体系,为进一步改革管制治理体制和管制激励政策提供考核模型和实证支持。By applying the CGIP theoretical paradigm of property right regulatory system to analyze the reform program of the new salt system,we find that there are some institutional defects and internal contradictions in the laws and regulations,such as the lack of regulatory laws and regulations,the distortion of regulatory system,the shortage of regulatory incentive policies,the shortage of regulatory performance evaluation system.To this end,it is imperative to develop and introduce sound laws and regulations of the salt industry as soon as possible to protect the implementation and operation of this salt regulatory system.The second thing is to explore an professional management system of salt industry that both match the incentive policy and the structure reform of the supplying side of salt industry.The third thing is to compile the evaluation methods and index system for the regulatory performance of salt industry,providing the assessment model and empirical support for the further reform of the regulatory system and the regulatory incentive policy.
