协同治理视角下社会工作介入精准扶贫的路径研究——以重庆市“三区”社会工作专业人才支持计划为例

摘　　要：精准扶贫已成为新时期我国扶贫开发的战略导向,与此同时,从社会工作角度,探讨社会工作介入精准扶贫的可行性、面临的路径与机制等相关问题也成为众多学者广泛讨论与研究的课题。面对全国性的农村贫困人口的脱贫攻坚行动,总结社会工作介入精准扶贫实务成效,反思其不足,建立"政社"协同治理机制,形成"贫困群体-社会组织-政府"完整的服务路径是必要的。这一路径要求,社会工作介入精准扶贫工作的安排和实施是各方协调的整体行动。Taking targetedmeasures to help people lift themselves out of poverty has become the strategic orientation of in the newperiod.At the same time,from the perspective of social work,the feasibility of social work intervention accurate poverty alleviation,the path and mechanism is also widely discussed and studied.In the face of national poverty alleviation in rural areas,this paper attempts to establish the cooperative governance mechanism of government and social cooperation on the basis of summing up the effectiveness of social work intervention,and reflects on its shortcomings.It’s necessary to forma complete service path of“Poorer circles-Social organization-Government".This path requires that the arrangement and implementation of precision poverty alleviation work in social work is coordinated overall action.
