摘　　要：德国以图书馆立法的形式规定理事会是国家图书馆的权力管理机构,同时也是重大事项的审议、监督和咨询机构。行政理事会的具体事务和管理由馆长负责。德国国家图书馆咨询委员会为理事会决策及图书馆业务提出专家建议。并且,德国负责文化和媒体的最高联邦权力机构监督图书馆行政行为的合法性。In Germany,the law defines that the administrative council is the legislative power management organization,as well as the deliberative,monitoring and advisory body of the German National Library.The Director General shall conduct the business of the library.The Advisory Committee shall advise the Administrative Council and the Director General on all matters affecting the library.The supreme federal authority responsible for culture and the media supervises the administrative acts of the library.
