摘 要:近些年来,党中央和国务院加强了反腐败工作,一大批"老虎"和"苍蝇"接连落马。在从严治党的背景下,部分官员感慨做官难,"官不聊生",个别官员产生了不健康心态和本能的恐慌,想做"太平官",为官不为现象有抬头的趋势。这篇文章从传统行政文化角度论述了"为官不为"现象的现状,探讨了"为官不为"现象的成因,结合我国传统优秀行政文化的内容,提出强化制度约束、宣传正面典型、加强自我管理、完善领导用人机制、清除传统文化糟粕等"为官不为"现象的规制路径。In recent years,the Party Central Committee and the State Council have strengthened the anti-corruption work,punishing a large number of corrupt officials.Under the background of strictly administering the Party,some officials sigh that it is embarrassed to be an official,and some even have an unhealthy mind and instinctive panic,resulting in the fact that some officialswould rather stand idle than do work to prevent making mistakes.This paper elaborates this phenomenon from the perspective of traditional administrative culture,explores the causes of the phenomenon,and based on the content of excellent Chinese traditional administrative culture,puts forward the path to eliminate the phenomenon,including strengthening the system constraints,publicizing positive examples,enhancing self-management,improving the leadership and employment mechanism,and removing the dross of traditional culture.
