京津冀国家级经济技术开发区发展测度与路径优化

摘　　要：京津冀国家级经济技术开发区是京津冀地区打造世界级产业集群的重要载体和中坚力量。可从地位作用和发展水平两个维度构建京津冀国家级经济技术开发区发展评价指标体系,综合运用定性、定量和空间分析方法,对三地13个国家级经济技术开发区的地位作用和发展水平进行测度。从总体上看,13个经济技术开发区在科技引领、产业支撑和经济带动三个方面能够对区域发展起到促进作用;从内部结构看,京津石国家级经济技术开发区发展水平最高,其中天津经济技术开发区实力最强,北京经济技术开发区企业创新活力最优;从空间格局来看,三地产业呈现"一轴、一带、多点"的空间分布特征。京津冀国家级经济技术开发区发展中的突出问题主要是实力差距悬殊、产业集聚度与对接能力不足、资源整合与要素共享机制欠缺等。未来应完善创新体系,打造创新高地,更好地发挥创新引领作用;促进产业链接,打造高新产业高地,提升产业支撑能力;促进要素整合,形成整体优势,充分发挥区域引擎作用。The National Economic and Technological Development Areas in Beijing-Tian-Hebei are the important carrier and strong force for Beijing-Tian-Hebei to establish the world-level industrial cluster.We can establish the evaluation index system for these development areas from such two dimensions as position function and development level,and comprehensively apply the qualitative,quantitative and spatial analysis methods to measure the position function and development level of the13development areas in Beijing-Tian-Hebei.Generally speaking,these13development areas can play the promotion role from such three aspects as science and technological leading,industrial supporting,and economic leading;from the internal structure,Beijing,Tianjin and Shijiazhuang development areas have the highest development level,among them,Tianjin development area has the most strong strength,and enterprises in Beijing development area have the most optimized innovative vitality;from spatial arrangement,industries in Beijing,Tianjin and Hebei demonstrates the spatial arrangement characteristic of“one axis,one belt,and multipoint”.The highlighted problems with development areas in Beijing-Tianjin-Hebei are the significant gaps in terms of strength,the insufficient industrial agglomeration and capacity for connection,and the lack of resources integration and factor sharing mechanism.In the future,first,we should perfect the innovative system,establish the innovation highland,and give full play to the leading role of innovation;second,we should promote industrial linkage,establish the highland for high-tech industries,and improve the capacity for industrial supporting;and third,we should promote factor integration,foster the overall advantages,and give full play to the role of regional engine.
