基于小区域估计方法的铜仁市碧江区人口残疾率研究

摘　　要：利用小区域估计方法估计铜仁市碧江区人口残疾率可为铜仁市相关政府部门对当地残疾人口发放补助、提供服务及实施其他相关政策提供决策依据。同时,选用该方法估计残疾率较人口普查而言可节省大量的人力、物力、财力。首先,采用分层抽样方法对碧江区13个乡镇(街道)的人口进行抽样调查。然后,利用直接估计方法对各小区域残疾率进行估计,得出铜仁市碧江区13个乡镇(街道)的残疾率和残疾人总数的估计值。最后,给出相关政策建议。Study on the disability rate of Bijiang District in Tongren city based on Small Area Estimation(SAE),can provide the government departments with decisions basis about offering subsidies,providing services and other related policies for the local disabled individuals.And it can save a lot of manpower,material resources and financial resources by using this method to estimate the disability rate compared with population census.First of all,the population of13towns(streets)in Bijiang District is sampled using stratified sampling in this paper.Then,the estimated values of disability rate and the total number of disabled persons are estimated by using the direct estimation method.Finally,the relevant policy recommendations are given.
