江苏船舶行业化解过剩产能中职工安置的实践与思考

摘　　要：化解过剩产能是当前我国经济工作的一项重要任务,妥善安置职工是此项工作的重点和难点,它不仅关系到供给侧结构性改革任务的顺利完成,也关系到职工的切身利益和生活大计,更关系到社会的稳定大局。从江苏船舶行业来看,目前地方政府和有关企业千方百计采取各种政策,使得化解产能过剩中就业与职工安置形势总体上相对平稳,但随着供给侧结构性改革的不断深入,化解过剩产能工作力度进一步加大,职工安置的压力更加巨大,形势更加复杂,问题更加突出。做好江苏船舶行业化解过剩产能过程中的职工安置工作,一是要妥善处理市场决定性作用和政府作用的关系;二是要充分发挥失业保险基金的促进就业功能;三是要建立针对船舶行业的专项就业扶持政策;四是要加大工会维权服务和精准帮扶力度。Resolving overcapacity is significant in China’s current economy.Appropriate staff resettlement is important but hard in this task because it can influence the supply-side structural reform and staff’s personal interests and lives,even the stability of whole society.From perspective of shipbuilding industry in Jiangsu,local government and relevant enterprises carry out various measures to keep steady situation of staff resettlement in resolving overcapacity.However,deepening reform of supply-side led to stronger pressure of resolving overcapacity and staff resettlement.In this way,the situation is much more complex and the problems become more obvious.To complete this job perfectly,the government and enterprises need to take some moves in the following aspects:first,appropriately deal with the relationship of market determination and government function;second,fully play the function of unemployment insurance to promote employment;third,establish special supportive policies focusing on shipbuilding industry;fourth,intensify right protection service and accurate help of trade unions.
