从“有困难找警察”到“有危难找警察”的理念转变——谈非警务活动占用警力资源的问题考察

摘　　要：90年代福建漳州110提出的"有困难找警察"的口号,在很长一段时间内反响良好,得到了群众对公安机关工作的认可和支持。然而随着社会的发展和警察职能的日益扩大,警察每天在处理大量警务活动的同时,还会接到各种各样的个人求助,例如帮忙开锁、接孩子放学、修理下水道等。虽然并不属于人民警察职责范围,但是按照"有警必接"的要求,警察不得不腾出时间来处理这些非警务活动,使得自己常常处于疲于奔命的超负荷状态。非警务活动产生的根源很多,既有历史遗留问题,也有现实社会的原因,都对现有警力资源造成了极大的占用和浪费。在当下警务机制改革不断深化的阶段里,我们必须要对非警务活动进行仔细的分析和严格的划分,将警察从艰巨繁多的非警务活动任务中解放出来,确保公安机关依法履行职责,提高行政活动效率。In the90s,the110of Zhangzhou Fujian proposed the slogan“Turn to police When inTrouble”,which received a good response in a very long period of time,and received the recognition andsupport of the public security organs work from the masses.However,with the development of societyand the increasing of police function,police are dealing with a large number of police activities every dayat the same time,also received a variety of personal appealing,such as unlock doors,pick up the kidsfrom school,and repair drains.Although those do not belong to the scope of the people’s police duties,butin accordance with requirement,the police had to make time to deal with these non-police activities,which make them often in overloaded state on the run.There are both historical and social reasons fornon-police activities,which take up and use up police resources.In the present deepening stage ofpolicing mechanism reform,we must carefully analyze,strictly distinguish non-police activities,and freepolice from various arduous task of non-police activities,to ensure that the public security organs shallperform their duties according to law,and improve the administrative efficiency.
