摘　　要：随着高新技术飞速发展的互联网时代到来,以及创新驱动、转型发展的水务行政体制改革不断深入,通过阐述治理模式创新与信息化发展互动关系,以上海"智慧城市"建设需求为背景,探索研究与"智慧水网"发展相适应的水务信息化建设管理创新模式,通过多角度思考,针对水务行政改革和业务发展的实际,研究提出包括统筹领导,协调推进、资源管理、市场服务的水务信息化建设管理新模式,进而建立权责统一又规范制约的现代治理体系,促进互联网时代"智慧水网"协同融合、开放安全发展。Along with the rapid development of high and new technology of the Internet era,and water affair administrative system reform of innovation drive and development transformation deepening,through expounding interactive relationship between governance model innovation and informatization development,against the background of Shanghai“wisdom city”construction requirements,the article explores and researches the water affair informatization management construction management innovation model corresponds to“smart gird”development.Through multi-angle thinking,in view of the actual situation of water affair administrative reform and business development,it studies and puts forward new water affair informatization management construction management model including overall leadership,coordinated growth,resource management,marketing services,then establishes modern management system of power and responsibility unified and standard restriction,to promote collaborative fusion and open security development of“smart grid”of the Internet era.
