国家治理视角下体育社会组织的治理  

Choices for sports social organization governance from the perspective of country governance

摘　　要：从国家治理的视角论述体育社会组织治理问题,研究认为:政府"大包大揽"导致多元协同治理格局难以形成,资源"供养不足"导致组织自我发展能力弱化,社会"认同缺陷"导致法律法规保障体系滞后是体育社会组织治理困局的主要原因。建议从"自生秩序、分类管理、协同共治"创新体育社会组织的治理格局,从"完善组织内部治理结构、加大财税扶持供给力度、推进政府购买公共服务"优化体育社会组织的成长环境,从"改革登记管理制度、建立分类监管体系、健全等级评估体系、增补日常管理制度"完善体育社会组织的制度体系。The authors expatiated on the issue of sports social organization governance from the perspective of country governance,The government's“comprehensive undertaking”having resulted in the difficulty for the situation of multi-party cooperative governance to be form,resource“supply insufficiency”having resulted in the weakening of the organizations'self development ability,social“recognition defect”having resulted in the lagging of the law and regulation assurance system,are the predicaments and main reasons for sports social organization governance.The authors proposed to innovate on the situation of sports social organization governance by“spontaneous order,classification management,cooperative governance”,to optimize the growth environment of sports social organizations by“perfecting organization internal governance structure,increasing the intensity of financial and taxation support and supply,promoting the government purchasing public service”,and to perfect the institutional system of sports social organizations by“reforming the registration management system,establishing a classification supervision system,completing the rating evaluation system,supplementing daily management systems”.
