摘　　要：新疆是我国恐怖主义犯罪重灾区之一。新疆稳定直接关系国家安全、经济发展和社会和谐。综合分析新疆反恐形势,要彻底铲除恐怖主义犯罪,在战略的层面上,可运用"嵌入"的方法,即通过相应的内容嵌入,有计划、有步骤、迅速地优化人口结构、优化人口质量、加速经济发展、推动教育普及、融合民族文化、营造守法环境、强化情感凝聚力,等等。同时还着重阐述了推进新疆反恐战略嵌入核心内容的技术前提、类型、原则和关键等。Xinjiang is one of the hardest hit areas by terrorist crimes in china.The stability of Xinjiang is directlyrelated to national security,economic development and social harmony.The comprehensive analysis of Xinjiang antiterrorismsituation points out that to completely eradicate terrorist crimes in Xinjiang,at the strategic level,the methodof“embedding”can be used,which means embedding the corresponding content to optimize the rational populationstructure and the quality of the population step by step,to accelerate the development of economy,to promote thepopularization of education,ethnic fusion of culture and law environment construction and to strengthen the feeling ofcohesion and so on.At the same time,this paper also focuses on the technical conditions,types,principles,key and thecore content of the anti terrorist strategy“embedding”in Xinjiang.
