摘　　要：保密活动的有效开展和保密目标的实现,建立在及时准确定密的基础上。定密准确,才有明确的保密目标,保密措施才能针对性落实。定密是依法行为,以保密法规为依据,以维护国家安全和利益需要为目的,严格制定定密权限,规范定密程序,全面系统分析文件内容与国家安全和利益的关系,根据涉密文件重要程度和泄露危害程度划分密级。The effective implementation of security activities and the realization of security objectives are established on the basis of determining secrets precisely and timely.Security classification is a lawful behavior,which according to confidentiality laws,and for the purpose of safeguarding national security and interest.Security classification needs having a strict limits of authority and a standard procedures,analysising the relationship between file contents and national security and interest,then determining the degree of secrets referring to the importance of classified files and the extent of disclosure damagement.
