摘　　要：本文概述了统一通信的基本定义,重点阐述了统一通信系统的设计与实现,介绍了应急联动系统及指挥系统的概念内涵,初步分析了统一通信系统在应急联动指挥中的作用。This article outlined basic definition of unified communication,intensive stated design andrealization of unified communication system,introduced concept and connotation of Coalition EmergencyResponse System and its command system,preliminary analyzed action of unified communication system incommanding of Coalition Emergency Response System.
