摘　　要：塑料软包装材料作为包装材料产业的主力军,在食品、医药、日化等包装领域发挥着不可替代的作用。根据国家宏观经济形势和业内外相关技术、市场以及产品的发展趋势,该建议在总结回顾中国塑料软包装行业"十二五"发展概况的同时,简析了行业发展面临的问题,明确了"十三五"期间,塑料软包装行业全面依据调结构、转方式、促发展的政策指引,提出了行业未来五年发展的总体目标、发展方向和政策支持等方面的建议。Plastic soft-packaging materials as the main force of the packaging materials industry,play anirreplaceable role in food,medicine,cosmetic and other packaging areas.According to the nationalmacroeconomic situation and related technologies,markets and product development trends,thisproposal summarizes the development of China's plastic soft-packaging industry during the"12thFive-Year Plan",a brief analysis of the industry development problems at the same time.During theperiod of the“13th Five-Year”,the plastic soft-packaging industry will comprehensively base on theguiding policy of adjusting the structure,turning the way and promoting development,and putforward the suggestions on the overall goal,development direction and policy support of the industryin the next five years.
